When Clark joined the city council, he brought with him a perspective shaped by his time on the Planning Commission — reviewing everything from million-dollar homes to multi-family apartments, senior housing to mixed-use developments. That experience convinced him that housing across the full spectrum of affordability is essential to a healthy, thriving Plymouth.
Since then, Clark has helped turn that conviction into action:
Passed Plymouth's inclusionary housing policy, requiring new developments to include housing options for a broader range of incomes
Established a housing trust fund, creating a dedicated local resource to support affordable housing projects
Created new Tax Increment Financing (TIF) districts specifically to support affordable housing development
Launched 4D and Housing Improvement Area (HIA) programs, helping preserve and improve existing affordable housing stock
Clark has worked closely with developers and community advocates throughout — including earning the endorsement of LaDonna Hoy, a longtime leader in affordable housing advocacy.
What's Next
Plymouth is transitioning from development to redevelopment — and that shift is an opportunity. Over the next two years, the city will undertake its 2050 Comprehensive Plan update, the once-a-decade process that guides land use, housing, transportation, and community character for years to come. This is one of the most consequential opportunities Plymouth will have to shape its housing future — and as mayor, Clark will make sure that process reflects real input from residents in every neighborhood, not just the loudest voices in the room.
As mayor, Clark will build on his record to:
Lead an inclusive, community-driven Comprehensive Plan process that results in real housing options across the spectrum
Expand housing options for seniors who want to downsize but stay in the community they've built
Create more pathways for young families to put down roots in Plymouth
Continue working with developers and advocates to ensure new development serves residents at every income level
